【公告】114學年度「教育部獎勵海外優秀僑生回國就讀大學校院獎學金」新生請領及舊生續領(9月22日15時截止)Scholarships for Outstanding Overseas Chinese Students

 依據:教育部獎勵海外優秀僑生回國就讀大學校院獎學金核發要點

一、申請資格:

[新生]已取得114學年度「符合申請教育部獎勵海外優秀僑生回國就讀大學校院獎學金-成績名次證明書」及海外聯招會或大學之錄取通知書影本。

[舊生]113學年度學業成績符合續領標準:

(一)在學期間(不包含應屆畢業當年)每學期修習九學分以上。

(二)113學年學業總平均成績在全班最高百分之十以前或達85分以上。

(三)交換生於交換期間所修習之國外學分及成績應先經由國內就讀學校採認。

(四)前一學年成績未達前向基準者,不得申請。但以後學年成績再達前項基準者,得再申請。

二、僑生申請回國就讀大學學士班當年度符合下列各款資格之一,得申請

優秀僑生獎學金
(一)經海外聯合招生委員會(以下簡稱海外聯招會)聯合分發管道,錄取分發大學各梯次各類組分發總成績前五名,且成績排名為該類組前百分之一者。
(二)曾代表僑居國獲得國際數學、物理、化學、生物、地球科學與資訊奧林匹亞競賽金牌獎、銀牌獎、銅牌獎,或獲得美國國際科技展覽會大會一等獎、二等獎、三等獎、四等獎者。  
符合前項各款資格,未能於錄取分發當年度註冊入學者,視同放棄申請資格,不得保留至下年度。

三、僑生符合下列各款資格之一,得申請菁英僑生獎學金
(一)已符合前點第一項第一款資格(不包括國立臺灣師範大學僑生先修部結業生),所就讀學校為僑居國優質(享有聲譽)高中且各採計科目成績達最高(優)之等第,經我國駐外使領館、代表處、辦事處或其他經外交部授權機構確認屬實,並由教育部遴選通過者。
(二)已符合前點第一項第一款資格(不包括國立臺灣師範大學僑生先修部結業生),且所持馬來西亞獨中統考文憑各採計科目均達A1等第者。
(三)已符合前點第一項第二款資格,且經海外聯招會送三個志願校系審查通過後優先錄取者。
前項第一款申請者,應於本部規定期限內,將來臺就讀計畫及有利於審查之資料送達本部,由本部組成評審會視年度預算及學生成績表現遴選之。

四、申請日期:

自即日起至114年9月22日15時止

五、申請手續:

取得第二點或第三點資格者,攜帶下列應備文件(如下方公告事項六),紙本繳交至國際處。

 六、應備文件:

(一)證件黏貼單(如附件)(新生若尚未申辦居留證/郵局/銀行,請在申辦完成後,於申請截止日以前補交)

(二)符合申請教育部獎勵海外優秀僑生回國就讀大學校院獎學金」之成績名次證明書

(三)114學年度上學期在學證明書

(四)113學年度上下學期成績單(新生免附

 七、獎學金金額:

(一)優秀:第一學年每月新臺幣一萬二千五百元,第二學年以後每月新臺幣一萬元。

(二)菁英:每月新臺幣二萬五千元。

 *備註:

部分符合優秀僑生獎學金資格者,依申請菁英僑生獎學金要點第1項第1款及第2項規定參加本部菁英僑生獎學金之遴選,教育部另行函知遴選通過名單;經遴選通過者,其原核定之獲獎資格及待遇由「優秀僑生獎學金」調整為「菁英僑生獎學金」。

 八、獎學金受獎期限:

(一)優秀僑生獎學金受獎期限不得超過各學系法定修業年限;菁英僑生獎學金最長受獎期限為四年。

(二)自當學年度九月一日起至翌年八月三十一日止。但應屆畢業生發給至六月三十日止。

(三)因故休學或退學者,註銷受獎資格並停止發給獎學金,已逾當月十五日者不予追繳當月所發獎學金。

九、請領本獎學金者,不得同時請領我政府提供之學雜費補助、減免或獎助學金。但中華民國一百十三年二月一日起實施之私立大專院學雜費減免,不在此限。

 

Ministry of Education Guidelines for the Awarding of Scholarships to Encourage Outstanding Overseas Chinese Students to Study in Universities/Colleges in Taiwan


I. Eligibility

[New Students]

  • Must have obtained the "Certificate of Eligibility for Application for the Ministry of Education Scholarship for Outstanding Overseas Chinese Students to Study in Universities/Colleges in Taiwan" for Academic Year 114, along with a copy of the admission notice issued by the Overseas Joint Recruitment Committee or the admitting university.

[Current Students]

  • Academic Year 113 results must meet renewal standards:

    1. During the period of study (excluding the final year of graduation), at least 9 credits per semester must be taken.

    2. The academic average for Academic Year 113 must be within the top 10% of the class or at least 85 points.

    3. Exchange students must first have their foreign credits and grades recognized by their home university in Taiwan.

    4. Students who did not meet the above criteria in the previous academic year may not apply. However, if they meet the criteria in a later academic year, they may apply again.


II. Outstanding Overseas Chinese Student Scholarship

Overseas Chinese students who meet one of the following may apply:

  1. Admitted via the Overseas Joint Recruitment Committee (hereinafter referred to as “OJRC”), ranking in the top five overall scores in their admission category and in the top 1% of their group.

  2. Have represented their country of residence and won a gold, silver, or bronze medal in the International Olympiads of Mathematics, Physics, Chemistry, Biology, Earth Science, or Informatics; or won a first, second, third, or fourth prize in the Intel International Science and Engineering Fair (ISEF).

Students who qualify under the above but fail to register in the year of admission are deemed to have forfeited eligibility and cannot carry it forward to the following year.


III. Elite Overseas Chinese Student Scholarship

Students who meet one of the following may apply:

  1. Have already met the eligibility in Section II, Item 1 (excluding graduates of NTNU Overseas Preparatory School), and studied at a reputable high school in their country of residence where all required subjects achieved the highest (excellent) grade. The credentials must be verified by the ROC embassies, representative offices, missions, or other institutions authorized by the Ministry of Foreign Affairs, and further reviewed and approved by the Ministry of Education.

  2. Have already met the eligibility in Section II, Item 1 (excluding NTNU Overseas Preparatory School graduates), and hold a Malaysian UEC (Unified Examination Certificate) with all required subjects graded A1.

  3. Have already met the eligibility in Section II, Item 2, and, after review of three nominated departments/programs by the OJRC, received priority admission.

Applicants under Item 1 must submit their study plan in Taiwan and supporting documents within the deadline set by the Ministry. A review committee will evaluate applications based on annual budget and academic performance.


IV. Application Period

From now until September 22, 2025 at 15:00.


V. Application Procedure

Applicants who qualify under Section II or III must prepare the required documents (see Section VI below) and submit hard copies to Mr. Wu, Counseling Section, Office of International Affairs.


VI. Required Documents

  1. ID attachment form (see appendix)

    • For new students who have not yet applied for ARC/Post Office/Bank accounts, documents may be submitted later but before the deadline.

  2. Certificate of eligibility for the "MOE Scholarship for Outstanding Overseas Chinese Students to Study in Universities/Colleges in Taiwan"

  3. Enrollment certificate for the first semester of Academic Year 114

  4. Transcripts for both semesters of Academic Year 113 (not required for new students)


VII. Scholarship Amount

  1. Outstanding Overseas Chinese Student Scholarship:

    • First academic year: NT$12,500 per month

    • From the second academic year onward: NT$10,000 per month

  2. Elite Overseas Chinese Student Scholarship:

    • NT$25,000 per month

Note: Some students who qualify for the Outstanding Scholarship may also be considered for the Elite Scholarship under Section III, Item 1 or 2. The MOE will issue a separate notification for those selected. Once awarded, eligibility and benefits will be adjusted from “Outstanding” to “Elite.”


VIII. Scholarship Duration

  1. The Outstanding Scholarship may not exceed the maximum legal study period of the department; the Elite Scholarship has a maximum duration of four years.

  2. Award period runs from September 1 of the academic year to August 31 of the following year. For graduating students, the scholarship is awarded only until June 30.

  3. Students who suspend or withdraw from studies will have their scholarship eligibility revoked and payments terminated. If suspension/withdrawal occurs after the 15th of the month, that month’s scholarship is not reclaimed.


IX. Restrictions

Recipients of this scholarship may not simultaneously receive tuition subsidies, fee waivers, or other scholarships funded by the ROC government. However, the tuition and fee reduction for private universities (effective February 1, 2024) is not subject to this restriction.
