【公告】教育部補助清寒僑生助學金申 MOE Subsidy for Financially Disadvantaged Overseas Chinese Students

 

一、對象及條件:

就讀本校大學部二年級(含)以上之清寒僑生(不含研究生、延修生),符合下列資格者,得申請補助:

(一)依僑生回國就學及輔導辦法來臺就學之僑生;依香港澳門居民來台就學辦法入學之港澳僑生準用之。

(二)參酌下列情形認定為清寒者:

1、依僑生所提供正式之海外財務證明或清寒證明。必要時,得由學校逕函請僑務委員會查證。

2、僑生在臺生活情形。

(三)僑生就讀二年級以上者,其前一學年之全年學業成績平均 60 分以上,且在校未受申誡以上之懲處。

已依其他規定領取政府提供之學雜費補助、減免或助學金者,不得重複申請本助學金。

二、名額、金額及受獎期間與補助限制:

(一)名額:依教育部每學年核定各校補助名額為限。

(二)金額:由學校按月支給,每次支給年限為一年,補助額度視教育部當年度之公告。

(三)受獎期間:自當年九月至次年八月三十一日止。應屆畢業生至其畢業月份止。

(四)補助限制:

1、請領本助學金之僑生當學年操行不滿 80 分或受記過以上處分者,自學校核定公告次月起停發助學金。

2、清寒僑生助學金經核定後,因故休、退學或開除學籍者,其助學金應停止發給,已逾當月十五日者不予追繳當月所發助學金。

三、繳交文件:

(一)僑生應檢附下列文件

1、一年級僑生:申請書及第二點第二款所定清寒相關證明。

2、二年級以上僑生:申請書、第二點第二款所定清寒相關證明與第三款所定成績證明。

(二)轉學僑生應檢具申請書、第二點第二款所定清寒相關證明與原就讀學校之轉學證明書或肄(修)業證明書所列前一學年或最近一學年符合第二點第三

款規定之成績證明。

(三)僑生經查有偽造或提供不實證件屬實者,除撤銷其資格及追繳已領之助學金外,依校規處分。

四、申請日期:

自即日起至10月23日(星期四)下午5時止,逾期不予受理。

五、評審:

(一)申請截止後由本校國際事務處召開國際化推動委員會審議小組會議審議,國際事務長為召集人,並於會議後以簽呈核備。

(二)審查標準:一年級僑生無成績以清寒積分高低排列優先順序。二年級以清寒積分加上前一學年學業平均成績為總積分,依積分高低排列優先順序。如遇積分相同時,以審查評分表項目順序依序評比決定之。

(三)經審查符合規定者,依其就讀年級順序(總流水編號)造冊一份,並檢附第六條第一款之審查記錄影本,於每年十一月十日前報教育部核定。

I. Eligibility and Requirements

Overseas Chinese undergraduate students in their second year or above (excluding graduate students and extended-year students) who meet the following qualifications are eligible to apply for the subsidy:

  1. Students admitted to Taiwan under the Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students Returning to Taiwan for Study, or Hong Kong and Macao overseas Chinese students admitted under the Regulations Regarding Hong Kong and Macao Residents Studying in Taiwan.

  2. Students considered financially disadvantaged based on the following:
    (1) Official financial or low-income certificate from overseas, provided by the student. When necessary, the university may request verification from the Overseas Community Affairs Council (OCAC).
    (2) Living conditions in Taiwan.

  3. Students in their second year or above must have achieved an average academic score of 60 or above in the previous academic year and have not received any disciplinary actions above a demerit.

※ Students who are already receiving government tuition fee subsidies, reductions, or other financial aid are not eligible to apply for this subsidy.


II. Quota, Amount, and Duration

  1. Quota: Based on the number of slots allocated to the university by the Ministry of Education (MOE) each academic year.

  2. Amount: Distributed monthly by the university for one year per application period. The subsidy amount will follow the MOE’s annual announcement.

  3. Award Period: From September of the current year to August 31 of the following year. For graduating students, the subsidy will end in their graduation month.

  4. Restrictions:

    • Students whose conduct score falls below 80 or receive disciplinary action above a warning will have the subsidy suspended starting the following month.

    • Students who withdraw, take leave of absence, or are expelled will stop receiving the subsidy. If such changes occur after the 15th of the month, the subsidy for that month will not be reclaimed.


III. Required Documents

  1. For first-year students:

    • Application form

    • Financial or low-income certification documents (as mentioned above)

  2. For students in second year or above:

    • Application form

    • Financial or low-income certification documents

    • Academic transcript of the previous year

  3. For transfer students:

    • Application form

    • Financial or low-income certification documents

    • Transfer certificate or proof of study from the previous institution, including transcripts from the previous or most recent academic year meeting the academic requirements stated above.

※ Any falsified or fraudulent documents will result in the cancellation of the student’s eligibility, recovery of the awarded funds, and disciplinary action per university regulations.


IV. Application Deadline

Applications are accepted from now until 5:00 PM, October 23 (Thursday).
Late submissions will not be accepted.


V. Review Process

  1. After the deadline, applications will be reviewed by the Internationalization Promotion Committee, convened by the Office of International Affairs (OIA) with the Director of International Affairs as the chair. The results will then be submitted for approval.

  2. Evaluation Criteria:

    • For first-year students: ranked by financial hardship points.

    • For second-year and above: ranked by the total of financial hardship points plus the previous year’s average academic score.

    • If scores are tied, rankings will be determined by the order of items in the evaluation rubric.

  3. Approved applicants will be listed by academic year, along with copies of the review record, and reported to the MOE for final approval by November 10 each year.
